    Urgent and crucial for anyone doing business in Türkiye. By July 1, 2026, all companies with a 2025 turnover of 3 million lira or more are required to transition to electronic invoicing (e-fatura) and electronic archiving (e-arşiv). Those who fail to make the transition on time and continue issuing paper invoices will face penalties.

    The Cost of Delay

    The special irregularity penalty for non-compliance is 10% of the amount of each improperly issued invoice, with a minimum fine of 17,000 lira per document. This is calculated separately for each invoice, with an annual ceiling of up to 17 million lira for a single document type. For an actively trading company, this quickly turns into substantial sums of money.

    Who Else Is Affected, Beyond the 3 Million Threshold:

    • The threshold is lower—just 500,000 lira—for e-commerce (sales via your own website or marketplaces), as well as for those buying, selling, or leasing real estate and motor vehicles.
    • Regardless of turnover, the requirement applies to fuel sector operators (EPDK license), manufacturers and importers of alcohol and tobacco, hotels licensed by the ministry, medical institutions contracted with the SGK, wholesale traders of fruits and vegetables, online advertising intermediaries, and several other sectors.
    • Keep in mind separately: starting from early 2026, paper invoices are practically eliminated across the board for businesses maintaining accounts under the balance-sheet method, followed by mandatory integration with the electronic general ledger (e-Defter).

    What to Do Right Now

    If your 2025 turnover exceeded 3 million lira (or you operate in one of the sectors listed above), do not leave this until the last day. The transition can be completed through an authorized private integrator (özel entegratör); however, system configuration, accounting software integration, and staff training are best finalized well before July 1 rather than at the eleventh hour.
