    The Right Question Is Not "Which Is Better"

    Choosing between Dubai and Istanbul depends on the business model, not on a general jurisdiction ranking. A manufacturer with local staff, a services exporter and a holding structure will reach different answers from the same inputs.

    Tax

    The UAE applies 9% corporate tax on profit above AED 375,000 and 5% VAT, with free zone regimes that may allow 0% on qualifying income where conditions are met. Türkiye has a higher headline corporate rate and applies VAT, but offers sector incentives — for example technology development zone regimes and relief for R&D and exported services. The effective burden has to be calculated per income stream, not read off the headline rate.

    Banking and Payments

    Türkiye offers relatively predictable account access for companies with genuine local activity and a clear ownership chain. UAE onboarding is deeper and slower, but the banking infrastructure suits multi-currency settlement with the Gulf and Asia. In both cases what decides the outcome is an explainable source of funds and turnover consistent with the model.

    Market and Talent Access

    Istanbul provides a large domestic market, a manufacturing base, logistics between Europe and Asia, and comparatively affordable hiring. Dubai is a regional hub for the Gulf, India and Africa, with an international but expensive labour market.

    Cost of Running

    Budget a full operating year rather than incorporation: office, salaries, licence and renewal, visas, insurance, bookkeeping and audit. Fixed administrative costs are usually higher in the UAE; Türkiye has a higher tax rate but lower cost of presence and staff.

    Compliance and Reputation

    Both jurisdictions operate under heightened international scrutiny. For companies with counterparties in sensitive regions, secondary sanctions exposure and bank documentation requirements matter more than the tax rate. This belongs in the structure from the start, not in an explanation after the fact.
