Türkiye’s 2027 budget proposal targets TRY 19.906 trillion in net tax revenue. For a company, that is useful context rather than a multiplier for next year's costs. A collection forecast does not establish a new VAT rate, payroll charge or customs duty for a particular shipment.
Separate the proposal from the applicable rules
SBB published the budget bill and its accompanying documents on 16 October 2026. The figures below are proposed targets, rather than actual receipts or a statement that the budget has already been enacted.
| Revenue category | 2027 net target, TRY trillion |
|---|---|
| Total tax revenue | 19.906 |
| Personal income tax | 5.533 |
| Corporate income tax | 2.223 |
| Domestic VAT (KDV) | 2.790 |
| Import VAT (KDV) | 2.891 |
| Special consumption tax (ÖTV) | 3.284 |
Source: “2027 Yılı Bütçe Gerekçesi”, Table 6, printed page 135. Figures are rounded to three decimal places. VAT and ÖTV are components of the total and should not be added to it again. Domestic and import VAT together with ÖTV amount to approximately TRY 8.965 trillion, or 45% of the tax target. That describes government revenue composition, rather than the tax share in every product's price.
Gross collections and net revenue are different figures
The total tax target before refunds is TRY 22.139 trillion, compared with TRY 19.906 trillion after refunds. For domestic VAT, the table shows TRY 4.746 trillion before refunds and TRY 2.790 trillion afterwards. The difference is approximately TRY 1.956 trillion.
A budget allocation for refunds does not establish a particular company's eligibility or payment date. For a financial model, ask the accountant to distinguish cash payable now, amounts potentially creditable or refundable subject to conditions, and the timing of any resulting cash benefit.
Withholding does not mean payroll alone
The accompanying schedules put “Gelir Vergisi Tevkifatı” at TRY 5.171 trillion. That is a personal income tax withholding category. Its label does not mean that the entire amount is collected from employees. For example, GİB's rental income guide expressly describes withholding on specified rental payments under Article 94 of the Income Tax Law.
The category therefore cannot establish that employees will pay almost all personal income tax. That conclusion would require a separate breakdown by income type.
Case: preparing next year's company budget
Suppose a company imports equipment and hires a team in Türkiye. The owner sees that the net tax revenue target is 36.5% above the 2026 estimate and increases every tax expense by the same percentage. The budget table does not establish that change in the company's rates.
Instead, calculate the actual transactions: product classification and origin, applicable taxes and delivery terms, payment dates, gross salary versus a promised take-home amount, and employer contributions. Label assumptions about 2027 explicitly and update them as relevant rules are adopted.
The useful output is a project profitability model reconciled with a cash payment calendar. They describe different aspects of the same transaction. The national forecast helps frame the questions; the company's contracts and records determine the calculation.
